They could at least give users an option in the device settings to control this, e.g. If I'm using the service, then I have already signed into the Google account, and I have access to all the Google data including location history, so I don't see a reason to prevent finding the device. You could argue that this is logical, but it completely defeats the purpose if I lose my phone while Location is disabled. It only works if Location is enabled in the device. Google's "Find My Device" service is really bad in my opinion.
